During period one day, on 13th March, 2017 CLC have cooperated with CNV-I to show activities achievement in three years in the EU project of closing conference on “Promoting Core Labour Standards in Cambodia-towards a decent jobs for Cambodian workers” that has 71 participants (M 39, F32) joined The main objective of training aimed to 1). At CLC office on 03-04 March 2017, there were total 26 participants and within 10 females which from CLC staffs, CLC’s affiliated members have attended Youth TOT training on “Youth policy and Empowerment youth to be trainer”. The purpose of training is to promote the understanding aware of youth issue in Cambodia, Sharing the different experience of CLC’s affiliated members based on advocacy strategy and the way forward, and developing the strategy for youth capacity building for future opportunity.
During 01-02 March, 2017 there were total 25 participants and other 13 females which from CLC staffs, CLC affiliated members has fully attended the ToT gender training on topic “Women right in CBA”. The main purposed of training is enhanced knowledge and skill as a trainer, Improve knowledge and skills on preparing training lesson and utilization of training curriculum, Increasing facilitation skill on using different training methods, techniques and learning aids, and Improving knowledge and skills on training course organizing, monitoring, evaluating and preparing training report.
Every quarter the board of Steering committee and members will conduct an official meeting with the permanent committee member based on steering committee agreement and timeframe is available. According to the project planned, a steering committee meeting has carried out at CLC head office, in Phnom Penh city, on 08th December, 2016 under the three main objectives 1). Report project achievement and update report on project implementation to the committee members, 2) strengthen the relationship between CNV with CLC and steering committee member and 3) Exchange the information, experience and perspective on project outcome.
In November, 2016 CIWF has continued the project sub-grant from EU for capacity building to the local union to aware of “Basic union and Organizing skill”. These topic are very important for new activists and local union’s members understood about workers right, Labour law and develop own strategy for new target organizing.
Organizing training one day workshop held on 14th August 2016 in Sihaknoukvill province at regional levels in which 33 participants included 10 females from different sector. Mr. Ean Kimhun, General Secretary of Cambodian Transportation Workers Federation (CTWF) sector was invited for the trainer providing effectiveness mechanisms and technical organizing to the participation.
Advocacy and Lobby training one day training held on 14th August, 2016 in Sihanoukvill province at regional office in which 31 participants including 9 females from difference sector and non-members. Mr. Chhon Rinda President of Cambodian Industrial Workers Federation (CIWF) has invited for the trainer and presentation on dispute definition and processing of dispute settlement and resolution to the participants.
Presentation and Debate training one day workshop held on 13th August 2016 in Sihakoukvill province at regional office in which 24 participants included 02 females from CLC’s affiliated members and non-members. Mr. Bean Channy general project assistant of EU project was the trainer and presented on public speaking and effectiveness slide preparation and presentation to participation.
The second Research and Development training 1 day workshop held on 31th May, 2016 in Phnom Penh at CLC’s headquarter gathering 20 participants included 6 females from the CLC’s affiliated, members or non- members and CLC staffs. The purposed of training aimed to provide on research knowledge, survey information, design, data collection and strengthening capacity building on data analysis to the participants.
The half day of fundraising follow up workshop held on 28th May, 2016 in Phnom Penh at CLC’s headquarter gathering 8 participants included 2 females from CLC federation leaders and CLC staffs. This training follow up was conducted for verification and edit about the small grant scheme proposal before submitting to donor (CNV-I) and took place explained on new proposal guideline to federation leaders for use in the next time proposal as presented by Mr. Bean Channy project assistant.
Membership and Service provision follow up in haft day workshop held on 27th May, 2016 in Phnom Penh at CLC’s headquarter in which 15 participants included 7 females from tourism sector (CTSWF). Ms. Han Da, accountant of tourism sector has attended in this program and gained more skills and knowledge on members organizing and service provision as requested sharing this experience to other participants.
As follow the plan, CLC-CNV-EU Project has collaborated with CLC’s affiliates, NGO partners, and other stakeholder organized the alliance meeting held on 19th May, 2016 at CLC office, Phnom Penh, Cambodia. This alliance meeting is the latest debate meeting and finalize the draft of alliance’s regulation under one purpose is “Promoting core labour standards- towards a decent job for Cambodian workers”. At CLC office on 29-30th March 2016, CLC have cooperated with CNV-I to conduct the training on “Strengthening youth capacity on youth policy and union work” to CLC staff and CLC affiliates. The purpose of training is to provide the knowledge on Capacity Building on strengthening youth capacity on youth policy and union work to federations, unions and CLC staff understands on youth rights and improve their knowledge to get good living condition in Cambodia. There are 27 participant included 5 females from each federation have invited this training
CLC have cooperated with CNV-I provide the training on “Women Empowerment in Labour Sector” to CLC staffs and its affiliation on 23 March 2016 with 22 participant and 13 females. The overall objective of the training is to 1). Provide the knowledge on women leader’s capacity building and young leadership, 2). Increase staff’s capacity on women and human rights and apply into their workplace, 3). Build the concept of CLC staffs and affiliates about Women Empowerment

On 11 March, 2016, there were 23 participants and other 6 females from CLC’s affiliated have attended the training on “Capacity building on Negotiation and Dispute resolution skills” which strengthening to federation, local union member and CLC staffs. The purpose training is to provide the knowledge on negotiation skill and dispute resolution, strengthening the CLC staffs and affiliated member on the basic knowledge and technique of negotiation and Dispute settlement skill with positive attitude.
The mid-term conference on “Promoting core labour standards-towards a decent job for Cambodian workers” was conducted after the project has implemented for 1 year and a half, and it was organized on 11th December, 2015 at Cambodiana Hotel. The purpose of mid-term conference has provided the information about project achievement to steering committees, unions and relevant institutions, and those information including achievements, lessons learned, good practiced, challenges and good experience.
The project has organized a Research and Development training on 30th October, 2015 at CLC’s office under the topic of “Fundamental of Research and Development”. There were 22 participants including 8 females from various federation of CLC and staffs. Ms. Meng Vavy, a Research and Project Assistant of EU, has shared about the basic information of research and development in the whole training.
The Follow Up meeting has conducted through the plan that trainee have created after training of ToT Gender. The meeting aims to follow up the knowledge of union leader and affiliates of the training on ToT Gender; to find the weakness point, strongly point, and reflection of trainee after practicing; and to monitor and evaluate their practicing through their action plan. The meetings were conducted on 30th August, 2015 at Kol Buth School, in front of Golden Gadzu factory. There were around 28 people included 3 male from Golden Gadzu factory. All of them were the factory worker and come from Phnom Penh.
There were 80 participants including 42 females (CLC’s youths and university students) attended the International Youth Day under the theme of “Youth and Job Security” on 12th August, 2015 at Cham Bork resort, Kampong Sque Province. Almost of CLC’s youths and university students had learnt about “General Labour Market inside and outside the country”
According to the multi- plan, Steering Committee meetings will be conducted every fourth month. On 7th August, 2015 the project has organized the fifth Steering Committee meeting at CLC’s office and there were 11 participants including 2 female attended the meeting. The meeting purpose is to report on the fifth quarter progressive and next plan activities of the committee and also collect the committee’s ideas and suggestions to approach the project activity. Anyway, this meeting has discussed about the case of Mrs. Ros Sopheap, an executive director of GADC that was resigned from the Committee members, and listed down the selection criteria for new member instead her. As a result, the Committee’ chairman and members have decided Mrs. Thida Khus, an Executive Director of SILAKA organization to be a SC member for this project.
During 23-24th July, 2015, the project has conducted a training on TOT Gender, CLC Gender policy with 26 participants including 17 females from CLC’s affiliates, CLC staffs and university students. The participant has learnt about “Gender Definition and Current Women’s Issues in Cambodia, CLC Gender Policy and Gender TOT” as well and after trained they expect that,
On 30th June, 2015 CLC have cooperated with CNV-I to conduced a training on “Youth Issues, Youth Policy, and Youth Mainstreaming” At CLC, Phnom Penh, Cambodia.This project training aims to improve the knowledge of participant on national policy, show about the problem to youth and union youth, exchange the knowledge and experience from difference sector on advocacy strategy, and make the work plan to strengthen to you on the capacity building in the future. There were 28 participant include 7 female who come from 7 federation include 2 university.
The Alliance is an element of the project implementation purpose building close cooperation with relevant organizations, government and employers aimed to promote and protect the core labour standards, women worker’s rights and young worker’s rights in Cambodia. The mapping and assessment of alliances have been start with a joint meeting to select the union, federation, NGO partner and various institution for align with the project.
The fundraising is the most important activity to strengthen CLC’s affiliates and CLC staffs to well prepare in submitting the proposal to the donors for support additional fund. As the mention, CLC has worked collaboration through CNV and EU fund provided a fundraising training from 14-15th May, 2015 to federation and staffs at CLC’s office and there were18 participants and 7 women were attended. This training was under facilitation and advice by Mr. Peter, external expert of CNV-I from Netherland. He has strengthened CLC’s affiliates on proposal writing, define an appropriate template for the proposal, and identify the proposal criteria and also announced for grant proposal.
On 13th May2015, CLC has conducted the Fourth Steering Committee Meeting at the CLC’s office, Phnom Penh, Cambodia in order to reporting of developing and progressing of implementing project activity. The meeting has discussion on the topic of Pleasantries and Discussion between International Union CNV-I and CLC-CNV-EU Steering Committee of the project '' Promoting Core labour Standards in Cambodia-toward a Decent job for Cambodian worker''. There were 08 Steering Committee member including 01 female participants of this meeting.
On 30th April, 2015, CLC have cooperated with CNV-I to conduct the training of “ILO convention 183, 189”at CLC headquarter. The mains objective of this training is to disseminate the knowledge of ILO convention 183, 189 through discussion and possibility to encourage participants to assist in the demand for ratification of ILO convention 183, 189. The specific objective of the training is to establish a common understanding on ILO convention 183, 189, to share experiences from different parts of the participants helpful for identifying appropriate advocacy strategies, and to develop future strategies to urge Cambodia Government to ratify ILO convent 183, 189.There were around 27 participant include 15 female from C-CAWDU, CTSWF, CAWF, CIWF, CIWA, BWTUC, Transportation, FAPD, andCLC.
On 19 th December 2014, CLC has conducted the Second Steering Committee Meeting at the CLC’s office, Phnom Penh, Cambodia in order to reporting of developing and progressing of implementing project activity. There were 08 Steering Committee member including 01 female participants of this meeting and this meeting started from 2:00pm to5:00pm.
On 06th-07th April 2015, CLC have cooperated with CNV-I to conduct the training of “ToT on Youth, Youth policy, CLC youth”at CLC headquarter. The purpose of training is to presentation to participant on youth policy, youth issue,youth mainstreaming to all participants and created the work plane with all of to share the knowledge to other member after the training. To increase youth understanding on youth issue in Cambodia, to identify the strategy to do advocacy. There was 27 participant include 8 female who come from 9 union confederation.
Youth is the key human resource for developing country and social movement including union participation. One of TOT Youth training was organized on 6-7th April, 2015 at CLC’s office and there were 26 participants including 08 women from different federations and universities. On 24,25 February 2015 Cambodian Labour Confederation has to conducted the ILO convention on 138,182,100 and 111 to increase the knowledge to trade union leaders on freedom of discrimination of employment and occupation and equal remuneration; increase skill and how to advocate other entity, and to increase the knowledge to trade union leaders on Worst Forms of Child Labor and Minimum Age for Admission to Employment. There were 43 participants including 4 female from the CLC’s affiliate and leaders of federation.
Cambodian Labour Confederation has to preparation the Organizing Training for providing the Skill capacity, Strengthening relationship, increasing more knowledge and organizing skills to effective an organizing and the participant have respecting and value all together and they are active in sharing information, knowledge and talking around organizing and effective in implement their work. This training has conducted on 11th February, 2015 at CLC’s office with the 26 participants from the other federation and Informal sector including two female.
On 15 th January 2015, CLC has conducted the thirds Steering Committee Meeting at the CLC’s office, Phnom Penh, Cambodia in order to reporting about the developing and progressing of implementing project activity. Especially, this meeting as conducted for discuss and talking about the decent works and core labour standards in Cambodia, between representative of CNV-I as Mrs. Marie Jose head of CNV-I and Steering Committee of CLC-CNV-EU, during the mission for visited the CLC and CLC’s affiliate. There were 17 and 03 female participants including Steering Committee member and CNV for this meeting. This meeting was started from 2:00pm to 4:20pm.

Depending on the financial support from EU who provided to CLC by CNV-I, Cambodia Conferderation has conduted a training of “The strengthening of membership Increasing” was conducted on 28th November 2014 in CLC meeting room with 27 participant and 4 female. The participant is the union leader and activist who come from 07 unions. This training aim is to increase knowledge on mobilizing strategy and increasing more member to get financial to support union in sustainable. To build capacity and skills, increase more members in union leader, union confederation, and activist. Share experiences and lesson leant of success organizing activities and to increase more member’s joint with union for promoting core labour standard. The training is facilitated by Mr. Eat Buntheng HR and Education Coordinator of CLC.
Depending on the financial support from EU who provided to CLC by CNV-I, Cambodia Conferderation has conduted a training of ILO convention 87, 98. So on 27th October, 2014 in CLC room meeting for full day with 24 participant and 4 female. This training aim to increase the knowledge to union leader, activism on right of associate, capacity building to organizer, improve the negotiation skill and social dialogued. In this training we also have the internal and external expert to presentation and sharing experience to participant. This training are facilitated by Mr. Prit Souot, Legal Officer of CLC that he focus on Constrains of implementation on right to freedoms of association and right to organize, right to freedom of association in Cambodia.
After the completed concept note, materials, documents, and participant’s invitation, the Kick-off conference was conducted on 02nd July, 2014. This event was organized at Cambodiana Hotel, Phnom Penh, Cambodia, in the purpose for opening the project and starting to implement the project activities. In particular, the Kick-off conference was to spread out the information of the project period and project activity to the relationship organizations or partners.

There are 20 participations and 4 female who are the union leaders and activist who come from union, university youth, and NGOs. The purpose of this training focus on two main points on providing awareness to youth in trade union, school, and rural area to understand about the youth meaning and youth role, add more
about the main topic they will be also got more knowledge about the chance to receive the information from other sectors in society. Strengthening capacity for youth in all sectors to build their confidence and they will have strong commitment to speak out in public and they will become to be a good leader in society.
On 22th Aug 2014, Cambodia Labour Confederation has conducted a training on the woman leadership in CLC room meeting. There are 16 participation who come from union who are the leader union and activist. This training focusing on three main objectives like Improve the capacity affiliated of CLC on leadership skill, focused on right of worker and women to become a leader and discuss the function in union, and to increase the number in leadership.
Depending on the financial support from EU who provided to CLC by CNV-I, Cambodia Conferderation has conduted a training of “Advocacy Lobby Training” on 28th Aug 2014, at CLC office. There are 19 participants and 4 female who come from 09 union confederations. The purpose of training is aim to build capacity on advocacy and lobby training, and the strategy to do advocacy.
Depending on the financial support from EU who provided to CLC by CNV-I, Cambodia Conferderation has conduted a training of “Trade Union Leadership” on 27 August 2014 at CLC office. There are 19 participant and 7 female who is the union leader and activist who come from 09 union confederations. This training aims to strengthen the capacity building and increase the knowledge on trade leadership and management to participant. And increase the skill of deputes resolution at the work place and union.
Trainer Service Provision training was conducted on 27th November 2014 in CLC meeting room. There are 30 participant and 4 female which is the union leader and activist who come from 09 unions. This training aim to strengthen the, to increasing the financial and have sustainability, to increase the knowledge, skill of service provision to affiliates and non-affiliates, union leader and activists, and sharing experience on the success story of service provision to union worker.
Mr. Kong Mr. Eat Kimhun, Organizer of CLC is the internal expert came to show on two main points like the definition of service provision and kind of service provision.
On 28th October, 2014 at CLC has conducted the training of ILO Convention 29, 105 at CLC office meeting room in a full day. There are 23 participants and 5 female who come from 09 unions which they are the union leader and activist. The purpose of training is focus on to increase the knowledge, build capacity and skills on labour force and resolution, take action on the prevention about violation of the force labor at the work place.
Cambodian labour Confederation (CLC) signed the Memorandum of Understanding (MoU) with CNV-Internationaal of the new project for promoting core labour standards in Cambodia - towards a decent job for Cambodian Workers. The MoU was signed between Mr. Ath Thorn, President of CLC and Mr. Jan Ridder, Program Officer Asia of CNV-International on 30th June 2014 at Cambodian Labour Confederation Office.
On 01st July 2014, CLC conducted Steering Committee Meeting at the CLC office, Phnom Penh, Cambodia in order to establish the board members and the chairman of SC for influencing this project more effectively. There were 10 board members of the steering committee including 01 woman with assisting by 3 staff from the CLC department in preparing this meeting.
